Williams has a special agreement in which they are not charged for individual IPS moves; but rather pay a lump sum each month for these moves. A couple of times a week, a car will be spotted at their facility and they will send it back out to the yard without loading/unloading it.

When this happens, the car needs to be coded up to be held in the yard.
If the car is empty and in PAC, it needs to be RMT and PCO. Then make sure it is blocked for Williams.
This will keep the car from becoming a “no-bill,” it will charge the customer for the days the car was PAC at their facility, and it will start their demurrage clock again for the car being held in the yard. Since they have a deal for IPS moves, it is important to capture all possible revenue for PAC and PCO days.
