We are starting a new movement between the PTRA and Watco in Greensport due to congestion in the PTRA yard.   It should only be in place for approximately a week.  To help alleviate some of the congestion, the PTRA will be sending trains/cars to us to reblock and send back to them.  Keep in mind, some of the cars will be for Watco and the customers in Greensport. You should continue to receive billing on the cars that are for these customers.   You will not, however, receive billing on the cars that we are reblocking for the PTRA. Please use the following process and examples to bring the PTRA reblocks online.  We will need to update the switch instructions for our Ops Team.

 

The PTRA will send over an excel spreadsheet with the cars they are sending over.  Like previously stated, some cars will be for us and we should receive the billing information.  The other cars you will need to manually inbound, creating a waybill by using the RWC PBLOCKE. You will need to make the l/e status as empty on the PTRA cars. I suggest that you use the spreadsheet sent by the PTRA to create inbound.   The one I did today had our cars in between the PTRA cars.  Leave our cars blocked as normal. Please bring these cars in at trk 201, per Ops request.

 

Once you have the cars online, you will then need to update the switch instructions for the PTRA cars.   This will help our Ops team with reblocking the cars and getting them back over to the PTRA in a timely manner. You will find that information on the spreadsheet sent by the PTRA under the column titled OUTBOUND BLOCK FOR THE PTRA, highlighted yellow on the spreadsheet provided. Other than the cars that are for Watco, you will need to update the cars with the information that is provided.  This is how crews are going to block the cars. If you do not see this information, please contact the PTRA immediately to get it.  DO NOT use the Yard block column.  We need the OB Block information.  I have also found it easier to update the blocking BEFORE I bring the train online in the switch instructions column on the inbound consist.  Please use the method that is easier for you.

 

After you have completed the switch instructions, please send an email to our Ops Team, WDRL billing, copying in CS4 attaching the Excel spreadsheet that the PTRA sent and a switchlist out of Watss with the Hazmat Excluded.  Once crews have reblocked the cars, they will notify you to deliver them back off.
