There is an agreement with IP and AUT Operations. Chip cars can be released empty per an email or phone call from Operations. This will almost always come from Matt T.
This ONLY applies to LOADED CHIP cars.
The STCC on these cars is 2411515 and they will have come online from the NS for International Paper.
The release needs to be documented in an email with the car numbers, so there is a record of the release.
