For any 417s on the ABS, the EDI should come from the KCS. The CSXT and NS should not be requested for 417s, they should only be contacted for 418s.
If the KCS is not able to send the 417 EDI to the ABS, add in the respective group from the Class One, and ask them to add the KCS to the route. Once the KCS has been added, the KCS will que the EDI to the ABS. There will almost never be a situation in which the NS or the CSXT have the ability to send the ABS a 417.
