We have two Watco Mechanical locations on the SKOL. Cars will go to these facilities for inspections/repairs typically as empties, and go back out empty. Our Coffeyville location is pretty cut and dry when it comes to applying outbound billing to cars, but our Pittsburg location has a specific process for the outbound switch we receive.


Jim will send an email into cs3 like the below. Open up the attachment titled "Outbound Cars".



It should look something like this with all the car numbers and billing destinations listed.



The destinations will vary between class one railroads, SKOL facilities or to reach another Watco line - like the KO. Usually anything with J Brown listed off to the right side means this is a fleet car staying on our lines.


A good rule of thumb to follow with these:


  • If the car is staying on SKOL lines, we will manually rebill with an online/local RWC
  • If the car is going to reach KO, rebill with an outbound RWC (see below)
  • If the car is going to a class one, check for pending billing and apply available billing to the car
  • If the car is a restencil, follow the below process


Type all of the cars into a switchlist in Watss and follow the below steps



Restencils from WMSPIT


A car that has been remarked will show the new car number under the Mark/Number columns and the old car number will be listed under the car's disposition.




When we make our switchlist, the old mark will still show online and the new mark will be offline. Before we can show the old mark delivered offline, we must make sure billing is pending for the new mark to show online.


Check the white waybill queue for pending billing on the new mark.



If billing is pending for the new mark, we can deliver the old mark to the SHOP where it sits. This will usually be on the Cornell 100 track.



After the old mark is delivered off, we can inbound the new mark by going to the manual inbound screen in Watss





Bring the new mark online to Cornell 100 in Pittsburg where we just delivered the old mark off at for current date/time



This completes the restencil process, so now we can move onto the others.


Applying Class 1 Billing


We will receive separate BOLs along with Jim's Outbound Switch. These can be merged to his switch as we'll just make sure these are pending and applied.



If the disposition shows to be going to a class one, all we'll need to do is check for pending billing to apply.

You can do this by going to L/E> Bill Choice> Rebill w New Bill & Release


Fleet Cars leaving WMSPIT


Since these cars are remaining on Watco lines, we can manually bill them ourselves. 


Anything staying on the SKOL can be manually blocked by going to Waybill>Secondary>Watss and changing the "Block To" to whatever he's specified.


If the cars show they will be reaching KO, we can rebill with an outbound RWC by going to L/E> Bill Choice> Rebill w New Bill & Release then on the drop down add one of these RWC's.

Once all cars are showing billed and blocked according to Jim's sheet, reply all and let him know billing has been applied.
